Society knows an exceptional mobility where technological progress generates an unprecedented upheaval in all fields. Information and Communication Technologies are present in the new spaces of this changing society. New ways of communication are established with learners. Technologies are introduced at a great speed in our institutions in general, and in our libraries in particular. Some institutions greet I.C.T. with enthusiasm, whereas others seem more reluctant. Thus, some interrogations are stated provoking a problematic situation. We led a survey upon a sample of library managers in Constantine. Our qualitative study reached significant results showing curiously that librarians who are supposed to disseminate technological literacy are themselves in search of this education.
