In the 21st century digital societies, citizens, regardless of whether they are digital immigrants or digital natives, are all exposed to the digital technologies including communication technologies and the Internet. As the amount of exposure to the technology increases, the irresponsible and harmful use of it is also increasing. Most learners today are not aware of the potential dangers related to inappropriate and unethical use of technology, including the Internet, so a common understanding on the norms, behaviors, and standards of using digital technologies- digital citizenship- needs to be encouraged within both the social and academic contexts by the educational institutions. Considering the huge increase in the use of digital technologies within the Turkish context in the last two years, the present study aims to investigate: a) to what extent Turkish learners perceive themselves as digital citizens, and b) what may be the reasons behind Turkish learners’ ownership and lack of digital citizenship. In the present study, a mixed methods research design was adopted. The data was collected from 100 students at Anadolu University School of Foreign Languages, where technology is integrated into the lessons and out of class work. In the light of the findings, suggestions were made for the learners, educators, and curriculum designers on developing and sustaining a focus concerning digital citizenship in Turkish Higher Education System.
