The Gender Balance in the Civil Service Initiative is one part of a larger strategic plan aimed to push towards a qualitative leap in order to achieve Vision 2030 strategic goals of increasing the contribution of women to the labour market from 22% to 30%.  setting the institutional and legislative framework to empower women and their participation in the civil service would help reduce the unemployment rate among women at the macro level by setting the institutional and legislative framework to empower women and their participation and with more affirmative action increase their participation in policy and decision-making positions.  Hence, balancing gender opportunities in employment, which would help to reduce the gender gap. The objective of these initiatives on Achieving a Gender Balance in the Civil Service is to support government efforts to enhance women's contribution to economic growth through improving capacities and availing opportunities for women to engage productively in the economy and society. Public institutions have been making efforts to institutionalize strong mechanisms and measures for the transversal and specific integration of gender equity in their policies, programs and projects to ensure the State’s fulfilments of its international commitments. Yet, despite the progress that Saudi Arabia has made especially in terms of human development, a number of challenges remain to ensure the sustainability of those gains in the longer term. These challenges include, among others, diversifying the economy; and more effectively translating national policies into human development gains to ensure that growth proceeds with equity especially with respect to women’s rights.
