Presentation abstract
This article is a socio-economical study case which aims to highlight the technological development of India, and the necessity of public policies and interventions in terms of urban planning local action of the government of New Delhi, portraying a specific contrastive local planned area, World Mark, (2007), a huge complex of sophisticated hotels and offices of several international enterprises, mainly technological ones, and Mahipalpur Village which is a milestone of development and colonization of New Delhi, established nine hundred years ago. Investments on ICT’s provoke discussion, safeguarding contrastive positions of the two different intercommunicable scenarios with the subject in question. What is being questioned is concerned about local tendencies in terms of educational background, a possibility of social and digital exclusion, the need of professional education policies, and vocational prosperity of labor market, having seen the extraordinary investment on the contemporary intervention, based on a total revolutionary market relocation, provoking inversion of socio-juridical uses considering tendencies of business exploitation and socioeconomic development. The integration between these contrastive scenarios demands organization, planning and control as a way to moderate conflicts between the state and the population which is being asked to move from the region. There are visible features of underdevelopment and lack of effective policies to balance these two dimensions of social capital concentration which is an inspiration for comments and criticism under certain legal and urban planning demands attitudes and the aim of education to combat inequalities and differences. The use of virtual space should be a helpful way to intermediate emergent and dynamic social needs, resistance to unilateral policies, counting on the creation of educative spaces to clarify statements where conflicts and solutions should be set, reinforcing democracy, participation and dynamic strategies to overcome conflicts by the use of technology, reinforcing e-governance and e-governability.
